November 2010 – Veterans Enterprise Technology Solutions, Inc. (VETS Inc) was awarded a multi-year contract to provide IT Program Management and Coordination Support to the Department of Veteran Affairs (VA) Home Telehealth Program Office. The Office of Telehealth Services (OTS) has multiple Telehealth projects that support the clinical care of veterans. The Home Telehealth (HT) Program is one such project that is currently putting medical devices in patient homes to improve the quality of care for veterans throughout the U.S. The Office of Information and Technology’s (OIT) Telehealth Program office is supporting OTS through the following goals:
- Create and maintain the secure national Telehealth Information Technology (IT) infrastructure to support quality care for veterans
- Integrate HT data into Veteran VHA clinical information systems, and eliminate "islands" (VistA Integration)
- Support the integration of new Telehealth projects as they evolve, i.e. Interactive Voice Response
- Integrate Telehealth projects with the My HealtheVet project, the VHA’s veteran portal
- Plan for the next generation of Telehealth systems
Under the Home Telehealth project, Veterans use the home devices to capture various measurements including Blood Glucose, Blood Pressure, Pulse from the Blood Pressure device, Temperature, Weight, Pain, Pulse Oximetry, and Pulse from the Pulse Oximetry device. All these measurements are obtained from measurement devices (except Pain which is subjective) that are connected to the home device. The home device sends the measurements to a national vendor server located within the VA network. The home device also presents disease management dialogs to help the veteran understand their medical condition and surveys evaluating the veteran’s general health (Activity of Daily Living) and satisfaction with the program (SF-12). This information is also collected by the national vendor servers. The vendor servers send the vital measurements and survey responses to VHA systems where their VA providers can view them. The VA Office of Information has developed a stable and secure set of processes and environment to support the integration of this data with the veteran’s electronic medical record. Other Telehealth Projects include Care Coordination Store and Forward- Teledermatology, Clinical Video Teleconferencing and the National TeleRadiology Program. There are several rapidly evolving new projects such as Teleaudiology, IP Video to the home, Interactive Voice Response, and Wound Care.
